The successful implementation of the reform and social opening-especially within the Socialist Market Economy has led to the rapid growth of the New Economy Organization and New Society Organization as a new independent social area, whose desirability to be "political person" has been gradually stronger with the expansion. The way to treat them by the Party and the Government has become an important index to evaluate the transition and maturity of the politics in China.With the condition of the Socialist Market Economy, the New Economy Organization is an independent corporate organization, which means there is no capital or affiliated relationship with the government. Hence how to realize social integration by collecting and integrating its participation demand is critical to the government, for which will influence the evaluation and agreement about the ruling party, and impact the legitimacy as well.Around the issues above, this paper, adopting the New Economy Organization in Minhang District, Shanghai as an example, reveals the main ways of how the New Economy Organization influences the government decision by analyzing both the methods and models of its impact on local government decision-making. Based on the intensity of the New Economy Organization's participation and influence of its position on the government decision-making, there are three modes: constructive suggestion, system expression and non-system mode, whose impacts are inverse related to the strength of institutionalization.Therefore, it is very significant to smooth the institutionalization path between the new Economy Organization and the decision-making under the current system.Concerning the current influence of the New Economy Organization on the decision-making, there are several problems need to be solved:â‘ the pattern of government' s decision-making relying on the traditional "internal input" ;â‘¡the incomprehensive formation of the interest group; andâ‘¢the relatively weak political consciousness among the members in the group.
