The Paths For Development Of Private Economy In Hebei Province

The development of the regional industry can be inspected from three aspects: macro industrial structur, meso industrial layout and the micro industrial organizations. This dissertation focusing on the theories of industrial structure, industrial organization and industrial distribution, analyzes the situation of the development of Hebei private economy industry from macro and micro levels. Thus, we can give some references for the industrial policy of Hebei province.The dissertation first reviews the evolutionary process of the private economy in Hebei province. And then it analyzes the private economy from problems, strengths and weaknesses, opportunities and challenges and so on, emphasizing the necessity of adjusting the industrial structure, optimizing the industrial layout, and rationalizing the industrial organization.Then, the dissertation explains in details from the three aspects. In the industrial structure, though calculating the location quotients of the third-entropy, we demonstrate its underdeveloped situation from the number of units, number of employees and the operating incomes. And we point out that the industry of Hebei is still in the previous stage through calculating the Hoffman coefficients.At the same time we analyze the benefits of industrial structures of the private economy in Hebei province using horizontal and vertical comparison. The dissertation also gives a detailed analysis of the internal structure of the three industries, emphasizing the necessity of adjusting industrial structure and studies the problems and reasons the industrial structure faced.In the aspect of industrial organizations, the dissertation analyzes the situations, problems and relative reasons from nine indicators in the market structures, market behaviors and market performances, such as market concentrations, scale economies, industrial associations, entry and exit barriers, price behaviors, mergers, advertising, efficient allocation of resources and technical progress, using the method of SCP. The study shows that the problems, such as irrational market structures, non-standard market behaviors and low market performances, exist in the three leading industries in vary degrees. In light of these problems, the dissertation gives some suggestions to optimize the industrial organizations from the theoretical paradigm for the reference of government policies.In the aspect of industrial distribution, the dissertation analyzes the status, characteristics and the main issues of the "one-line and double-box" industrial layout. Using the locational quotients and industrial clustering index, we point out that the heavy chemical industries are gathering constantly and the leading industries are gathering according regions. At the same time, we analyze the reasons of the existing of unreasonal organizations and give some suggestions.
