Study On The Path Of Economic Development Of Hohhot, Baotou And Ordos-on The Low-carbon (LC) Perspective

From the late last century to now, it is an inexorable trend to develop low-carbon(LC) economy in the development of our country's economy. Under this background, it becomes a realistic choice that to transform the urban develop model from high-carbon to low-carbon. It is necessary to adopt response measures to impel the LC urban development in such respects:urban planning; industry structure; energy utilization; individual consumption and so on. Climatic change is not only an environmental problem but also a development problem, but in final analysis it is the later. So how to develop the economy? Confronting the different initial conditions of development status, industry structure and consumption habit, scholars and city managers proposed different paths of LC development. Although the differences of institution and initial condition led up to unique features of each city, it is still the common objective to develop LC city for scholars and city managers. The purpose of this paper is to plumb an effective path which is suitable for Hohhot, Baotou and Ordos.The writer studys the related carbon emissions data of these three cities, and starts with the carbon emission factor in order to making a meaningful research on the development of LC for these three cities in the light of its local conditions.The core of this article includes two parts:(1)Calculate these three cities' principle component factor of the related carbon emission data and the principle component is measured by the linearity relevant factors of sub-first grade enforcement facility, i.e. energy efficiency is depicted by grain yield, the production of pig-iron and proportion of tertiary industry, and sorted the four main factors which affect the carbon emission by linear regression coefficient.The result of analysis on carbon emission indicates that the trend of carbon emission in these three cities is Ordos is above Baotou, Baotou is above Hohhot, and Ordos and Baotou is continuing to show an upward tendency; and Hohhot tends toward stability from 2007.To array the uppermost components of Hohhot from lowest to highest are:1.energy efficiency (1545.653); 2. LC technological development (1038.939); 3. urban postulation(953.1164); 4. influence of industrial structure(469.0596);In a similar way, the components of Baotou is arrayed like this:1.influence of industrial structure (2147.766); 2. LC technological development(787.7326); 3.energy efficiency (786.298); 4.urban postulation (127.3444); Ordos is arrayed in such way:1. energy efficiency (2047.007); 2. urban postulation (832.5828); 3. LC technological development (607.904); 4.influence of industrial structure (13.93519),This is the results of the uppermost components, the mesosphere variable, about carbon emission(2) Adopt the method of AHP, analysis and calculate the policy weighing of the enforcement facility, discuss the allocation proportion of policy executive space.The results of AHP indicates that how much policy proportion should be given in the urban LC construction according to the analysis of enforcement facility.
