How to create and keep high performance is the most realistic and impormant task that a modern enterprise faces. As an effective tool to fulfill the goals,performance management is the core of the business enterprise human resource management. All of the business enterprise's activities deal with creating and keeping the high performance. Almost all of the enterprise and managers pay great attention to performance evaluation. But it is not very clear for the enterprise to precede the performance management. To state-owned enterprise, it is a totally new and impormant task. This paper starts with the theories of performance management, combined with the concrete practice of ZZ Power Supply Company transformer operation work area, designs of services staff a new performance management system according to the evaluation and analysis on its original system and problems.This paper is composed of four parts. The first part introduces the basic theories of performance management, at the same time, expatiates and studies the meaning, contents, function, objective, influence factors of performance management system. The second part analyese and diagnoses the old performance evaluation system of ZZ Power Supply Company transformer operation work area. Based on the first two parts and management by objectives related theories, the third part redesigns of services staff a performance management system according to the practice of ZZ Power Supply Company transformer operation work area. The fourth part evaluates and summarizes the new performance management system for staff, and on the base of that, looks for the performance management system design experience that can be used for reference by others similar enterprises.
