C Company is a large military enterprise and has long been affected by the planned economic system, just like most state-owned enterprises, so there are many deep-rooted contradictions and problems in the staff performance management, which limit the growth of talents and bind the enterprise development. The Manufacturing Engineering Department of C Company is a technical department with intensive knowledge workers, and regards technical innovation as the core. The department's performance management is still in the "morality, ability, diligence, and achievements" stage, and the old methods of assessment can not adapt to the needs of staff management. Therefore, to establish a scientific, rational and effective performance management system becomes a priority.In this thesis, the performance management system of the Manufacturing Engineering Department is the object of the study, and the study is according to the basic ideas of question, analyze and solve problems. On the basis of in-depth understanding of the Manufacturing Engineering Department's and staff's characteristics, this paper analyzes and summarizes the existing problems in performance management system. Using the theories of modern performance management and the methods of theory combining with empirical research, and staff performance management system is optimized.The thesis is divided into five chapters:The first chapter introduces the research background, significance, compared with domestic and international performance management research and practice, and proposes research methods, overviews of contents and the basic framework. ChapterⅡdetails the content of performance management, studies the basic processes and KPI performance assessment technology, and lays a solid theoretical basis to the study.ChapterⅢintroduces the structure, the basic functions, post setting, staff features, performance management's current situation of the Manufacturing Engineering Department, deeply analyzes the existing problems of the employee performance management system.ChapterⅣdetails the optimization for the existing problems of the employee performance management system, using the theories and methods of modern performance management. This chapter combs the performance management system, designs the performance evaluation index system which is composed by the indicators of performance assessment, capacity assessment and behavioral assessment, and establishes the performance management process which reflects continuous closed loop of communication.ChapterⅤsummarizes the full text, proposes the deficiencies and direction for improvements of the new design of the performance management.In this thesis, using the theories of modern performance management, analyzing the problems of the employee performance management system and optimizing staff performance management system are in order to improve the performance of the Manufacturing Engineering Department and meet the needs of department specialization and talent training, ultimately to achieve "win-win" of staff and organization. At the same time, this study can also provide a reference of optimization for other similar organizations.This thesis has done some positive explorations about the optimization of performance management system, but the establishment of performance management system is a systems of engineering, and the author's knowledge, experience, and time are limited, therefore, it is very hard to do comprehensive in-depth study on this issue, the author does appreciate for the teacher's valuable advices.
