The Pareto Criterion or the 80/20 Principle claims that the efficiency can be highly improved as long as the crucial factor is grasped. The Key Staff Management is the application of this theory in Human Resource Management. It's significant for the organization strategy realization and stable development in the long run to identify the key staff, foster them and motivate them effectively. The performance management is one of the most important organic parts of the strategy management. It's the most essential factor of the strategy management measurement, supervision and control. Standard procedure, measurement approach and criteria as well as the corresponding motivation system should be integrated into it to ensure the smooth implementation of the organization strategy programming.Based on the Homita Electronics (Shanghai) Co. Ltd, this paper set up a model structure with positive research approach, theoretical knowledge and analytical method of case in questions. In-depth analysis is conducted following the four steps in the performance management system to anatomize the problems in the existing performance system, the BSC and performance contract are employed to formulate the KPI of the key staff, the appraisal results are fully applied in other HR functions to ensure the integrality and effect of the performance management system. Guarantee solution is provided for the successful conduction of the designed scheme at last part.The common problems of key staff management in small high-tech enterprises are disclosed in this article by particular case study, some workable approaches and possible solutions for the key staff management based on the strategy programming in the similar enterprises are introduced.
