Power Resources To Optimize The Configuration Of Government Regulation

Electric power industry is basic industry of the national economy and social development, manufacture and adequate supply of electric power is essential factor for economic development, social progress, increase of people's standard of living, but lacking of electric power will effect the national economy and people's life. The government modulate behaviors to coordinate the plan of electric power, provide adequate quantity of electricity, optimize industry structure, increase level of manufacturing technique, decrease the consume of energy, promote environmental protection, reinforce development of renewable energy sources, this behaviors will bring about taking full advantage of limited electric power, to realize the optimization configure and reasonable development of electric resources and to promote sustainable development of economy.This paper proposed the necessary of government role according to the characteristic and limitations of configure of electric resources. Aiming at Hunan province's optimization configure of electric resources, this paper adopted large numbers of documents, research report and real tables and date to emerge the current situation and difficulty of Hunan province's configure of electric resources. The reason and unreasonable problems existing in the Hunan province's configure of electric resources was also proposed.Seeing the potential of configure of electric resources in Hunan province, this paper propose a series of government's measure, such as publicize, supervision and law enforcement, to guide the optimization of local electric resources, to protect environment and save resources, and to realize the sustainable development. Combining the situation of Hunan province, this paper proposed government guiding measures for optimization of local electric resources from five sides, listing as adjustment electric resource structure, breaking local monopolization, developing nuclear power and renewable electric power industry, increasing electric demand side management and strengthening supervision of electric power.
