Engineering design projects are realized in combination with relevant compulsory regulations to satisfy the needs of customers. The design stage is extremely important in the construction of projects. Once the decision-making of the proposed project is determined, the design stage has become a critical stage to satisfy the need of stakeholders in the project and to control the cost of the construction project. Whether the quality and depth of design can reach the national standards and whether the function can meet the requirements of usage will not only relate to the amount of one-time investment, but also influence the benign development of economic benefits such as operating expense, the overhaul cost within the service life, some update cost and so on. As a result, the theory of value management is introduced in the design stage of construction projects, where the thinking of value management is utilized to realize the functional requirements and cost control, to realize the need of the project stakeholders and to improve the design standard of construction engineering.This paper, in which the thinking and method of value management is implemented in the design stage of construction projects, is theoretically based on the methodology of value management, and attain the following several achievements:1. Performance analysis is made and an index system of function evaluation of the construction projects is established.2. The function analysis technique of value management is utilized to analyze the function of the project and fuzzy preference method is adopted to make a scientific definition to certify the coefficients of the function evaluation and to overcome the defect that intense subjective attitude exists in the qualification of the coefficients.3. Quota design is the most effective method in the cost control in the design stage currently, however, the promotion and management of the method is relatively lagged behind. the core technique of value management—the method of function coefficient, to improve the quota design and to testify its efficiency through founded examples;4. The method of life-cycle cost analysis is adopted to analyze the various function factors which influence the cost of the projects, therefore a few defects of traditional quota design have been improved and benign efficiency has been achieved.
