Application Of Life Cycle Cost Analysis In Highway Construction Projects

At present,The decision-making of highway construction projects is based on the future traffic volume of the traffic volume forecast in China.It led to a question:the lack of funds for early in projects and maintaining the excess capacity for quite a long period after the construction is completed.So some people put forward the Stage Construction.For example,a double lane for the initial construction,the planning of the four lane be completed at the end.This way ensures that the project construction meet with the development of traffic,and providing an effective solution to the shortage of funds early in projects.But which one(completion at once or stage construction)is more economical and reasonable in the long run?This is the problem we will study.In this paper,we put forward Life Cycle Cost Analysis(LCCA)under considering project in traffic volume requirement and funding constraints,we take LCCA——This tool to analysis the benefits and costs of different projects for decision-making.The previous decision-making usually only focus on one-time investment,rarely considering the normal maintenance cost and continuous input,as well as the output problem of benefits compared to cost with the growth of traffic volume,ect.All these problemes can be effectively solved by LCCA.Highway operation period is far longer than construction period,the application of LCCA in highway construction projects which meet with the requirement of sustainable development and the construction of a conservation oriented society,it is beneficial to achieve maximum benefit in the long-term.This paper firstly expounds the basic theory and application of LCCA;followed by the structure of LCCA in highway construction projects,the calculation model of benefit and cost is obtained,At the end to research the application of LCCA in highway construction projects,getting the analytical process.then united the theoretical analysis,it expounds the application of LCCA in highway construction peojects by the example of the project of Chibi section of Wuhan-Chibi line.This study will promote the theory research depth of LCCA in highway construction peojects and it is very important to improve the highway investment level in China.
