Based on the study of performance management theory and method, this paper analyze the performance management for the bank of communications before it carried out the shareholding reform, and find that the original performance management has several drawbacks which cause its inapplicability for the need of market competition. So this article introduces the balanced scorecard method which is recommended by the theory circle and widely used in the international enterprises to research the performance management of the bank of communications. The results indicate that the balanced scorecard method can be adopted in the reform of the Hunan subsidiary of bank of communications. It combines the four parts such as finance,customer,internal management and learning and innovation development, and then solves two problems, one is that the short-term and long-term goal conflict in the performance management and the other problem is that the financial index can only reflect the past but not the future of enterprise. In addition, this method extends the customers' position, that is, each bank clerk should increase the customers' satisfaction degree while carrying out the performance management. Each clerk cannot neglect the optimization of the internal operation and the development and innovation of themselves when they concern the business index.This paper combines the general discipline such as KPI index setting,performance plan,implementation and management of performance,evaluation and feedback of performance management,application of the performance management result, and then build an performance management system based on the balanced scorecard method for the Hunan subsidiary of bank of communications. The evaluation result indicates that it is a scientific performance management system and we can believe that this system can promote the development of the business of this subsidiary bank.
