Nowadays, with the changes of competitive environment and management concept in banking industry,banks at home and aboard focus on "money" market operation, meanwhile, more and more banks pay attention to high value-added service. The traditional performance evaluation system will no longer be able to assess the performance of knowledge services. Therefore, how to evaluate the capital operation efficiency and the service performance scientifically and effectively become one of the important issues at present. In this paper, the author mainly uses the theory of balanced scorecard to solve the performance management problem of the TX branch.Firstly, the article introduces the basic theory and the main essence of the Balanced Scorecard. And after the existing performance management systems of TX branch were analyzed, the author believes that it is necessary to implement the Balanced Scorecard performance management system. Secondly, the text constructs the Balanced Scorecard performance management system according to the whole bank, and the different department, even to each staff. Finally, the author proposed the problems the operator should pay attention to when the Balanced Scorecard performance management system is carried out.In this research, the author integrates theory with practice. It is not only trying to design a performance management system for TX branch, but also attempting to encourage the senior managers to think of the administration issues in different angles. This article aims to balance the financial and non-financial indicators, the external and the internal indicators of the organization to achieve strategic performance management.
