Performance evaluation, as an important part of the modern human resource management mechanism,is aimed at departments and staff will work with organizations linked to the strategic objectives to promote the management objectives. As the core of human resources management,the effective implementation of performance evaluation provides much supports, such as human resource development, employment, training, promotion, pay and the overall incentives. The core of which is through the correct appreciation of all levels of agencies, departments and staff performance, and to give appropriate incentives to promote the organization and staff which obtain the different performance results, and continuous improvement in the level of performance so as to continuously enhance the core competence to achieve the overall strategic objectives of organization, which is the current problem of Chinese commercial banks need to be solved.The article took this as a starting point,through the systematic analysis of the performance evaluation's basic theories and methods,combined with the specific characteristics of the xx rural commercial bank,to analysis the existing problems and lacks of the bank's implementation of performance evaluation. It used various methods of assessment, and established the performance evaluation system which performance assessment framework is using the Balanced Scorecard coverd with key performance indicators,and it used Economic Value Added as the core indicators of performance appraisal, and used Management by Objectives in order to ensure the organization model, and it also used 360-Degree Feedback for the work task which is difficult to quantify,then it propserd the feasibility project for the full implementation of performance evaluation.
