On The Creation Of Service-oriented Tax Administration System

Taxation management is the crucial component of the administration of a country. Nowadays, with the rapid growth of economy and the change of situation with each passing day, it has become an important task for us to find solutions toward how to strengthen taxation management and provide better services to the construction of our country. Serving the tax payers has become the reform and developing trends of modern tax management all over the world. Nowadays, with the economic globalization, the exchanges of tax management among different countries are growing more and more frequent. China's tax management undertaking should conform to the trend of our times, update the concept of tax management and improve tax-paying service, which not only meets the needs of setting up a public service-oriented government in China, but also helps establish a good international image of our country.While referring to advanced service concepts and service measures in other countries, this paper points out the problems of current tax management system in our country based on New Public Management, such as the backwardness in service concept, the lack of service measures, the imperfection of service quality and so on. Under the condition of ruling tax revenue according to the law, tax authorities need to reconsider and adjust their own role, keep the taxpayers as the center, and incorporate the concept of service into the whole course of taxation work. Our leading direction of taxation work should be changed into taxpayers' demand-oriented rather than management-oriented which mainly meets authorities' need of tax collections. It's necessary to create a fair and equitable taxation environment, offer high-quality and efficient tax-paying service through a variety of ways, in order to promote taxpayers paying tax in accordance with the law and to upgrade the taxation management.According to her years of experience in tax practice, the author puts forward the suggestion that the reform and developing direction of China's tax management in the future should be based on constructing a service-oriented tax management system, and then offers related proposals integrated with the concrete conditions.
