The performance of world excellent enterprises human resource management, especially led by Americans have had a great change, which from a maintaining and assistant function up to one with strategic significance, and become an important tool for many enterprises to depend on in order to win competition advantage as well. However, enterprise human resource management is greatly based on performance management. As a new field at enterprises in our country, performance management is regarded as cognition or only a concept by most of the enterprises. As China's entry to WTO, the competition of Chinese Telecom enterprises will become much fiercer. Faced how to increase enterprise economic added value and consumers' contentment, refining inner management and improving study and creative capacity, capacity. One important way to solve them is to study how to increase enterprise management. The most important managerial question is to solve enterprise performance management.In this thesis combination description of the theories on performance management has been made in order to clarifying the confusion and lopsided aboou the performance management.The do a careful exposition on BSC and KPI about their scientific ,systemanticness and logicality.According to the practice of process of design performance system for F Dong Telecom Industry ,BSC has been introduced into performance management to certain the performance assessment element by made the indexes of finance /fenefit,service /operation and develop all get together.Then use method named Value Tree to make the enterprise strategy mission decomposed to every department and post ,establish the system of performance management index by select KPI, to achieve two -way communicate of performance objective and make personnel grow with enterprise.Effective measures for efficient implementatioin of the performance evaluation system are proposed..In a word ,efforts should be made to ensure building performance assessment implement essentials,strengthening compensation amd the problem appeared in running the performance management system,so as to improve the performance management of the enterprise.
