Since the21st century, the industrial cluster with its unique group competitive advantage and the development of agglomeration’s economies of scale to adapt to the economic globalization, and promote the great development of industry of the world,play an important role for a country or a regional to promote the economic competitiveness. So a growing number of countries’ local governments treat the industrial cluster as an important piece of promoting local economic development.But throughout the different economic base, especially in underdeveloped areas of county the basis is more weak, must gather resources and select competitive industries to develop the industrial cluster. The research of the development of Xiuning county’s competitive industrial clusters is carried out in this context. How to develop these competitive industrial clusters?Taking the competitive industrial clusters as the research object, on the basis of the theoretical research in domestic and overseas, first of all to describe the basic definition of competitive industries and industrial cluster, and then set up the index system to do the indicators and principal component analysis,filter the existing competitive industrial clusters of Xiuning county, including:the strong competitive industrial clusters are Chinese medicinal herbs,tea,bamboo and wood lumbering,beverage alcohol products and refined tea manufacturing,nonmetal minerals mining and dressing,wholesale and retail trade,accommodation and catering industry. Weak competitive industrial clusters are pork, oil, beans, instrument and meter manufacturing, residents service and other services. And potential competitive industrial clusters are automobile manufacturing, computer communications, and other electronic equipment manufacturing, wood processing and wood, bamboo, cane, palm, grass industry.Secondly,by using after the action of the revised "government power" and "technological innovation" the diamond model to analysis the competitiveness of the Xiuning county’s existing competitive industrial clusters,find that Xiuning county’s competitive industrial clusters have more excellent resource base, also have the support vigorously of the macroscopic environment and the local government’s,but there are still some problems like that don’t form a specialized market and the cluster core enterprise brand, industry chain is not complete, leading role is not strong, the technical innovation ability is insufficient. Then aiming at these problems, puts forward Xiuning county’s competitive industrial clusters’ development to go two paths,one is the core enterprise development path; The second is the industrial chain development path.
