At present, the development between cities and countryside is imbalance in China, so the issues concerning agriculture, countryside and farmers are obviously. The development of modern agriculture can activate the rural economy and increase the income of farmers, and its development depends on the progress of techniques and improving the quality of the rural labor force. However, the low quality of rural labor force restricts the rural reform and cuts down the growth of the rural economy. Therefore, the development of rural human resources and improving the quality of farmers are not only the important method to solve the issues concerning agriculture, countryside and farmers, but also are the new demand to build a new socialist countryside. This paper is based on the results of theoretical studies of rural human resource at home and abroad. The methods of qualitative analysis and quantitative analysis, statistics and comparative analysis were used to analyse the situation of big city with large rural areas in Chongqing. In this paper, the development and problems of rural human resource in Chongqing are systematically studied, and the feasibility proposals are put forward.Firstly, the paper briefly described the background, purpose, significance, contents, approaches, technology road and other related content of the research, then gave the definition of human resources, human capital, rural human resources and development and other related concepts, at the same time, summarized human capital and human resources development in rural areas at home and abroad.Secondly, the paper made an analysis of human resources development in rural areas of Chongqing from the dimensions of quality, quantity, and structure, whose main contents include the large scale of rural human resources, low educational level, lack of labor skills, poor physical condition and backward ideas, also the rural labor force were more engaged in secondary and tertiary industries, and the mobility is large.Thirdly, the paper analyzed the problems in Chongqing's rural human resources development process, mainly contained inadequate investment in rural education, weak educational foundation; unsound farmer training system, low training quality; development lag of rural medical and health, low level of farmer social security ; poor rural labor mobility, difficult in transfer development.Fourthly, the paper put forward some suggestions for rural human resources development in Chongqing, on the basis of analyzing and summarizing the main practices and experience of rural human resources development at home and abroad, for example, changing concepts, raising awareness; strengthening rural education, training, improving the overall quality of human resources in rural areas; improving farmer training system and labor skills; speeding up rural labor mobility, promoting the transfer development; improving the rural social security system and the level of rural human resources security, with a view to provide reference for decision-making about developing human resources in rural areas of Chongqing.
