Farmers are the core of the "three rural problems", to solve the fundamental problem is to increase the farmers employment and income, the effective development of human resources in rural areas is to increase the employment rate of the farmers and increase their income an important way. In this paper, the development of human resources in accordance with general principles, combined with the actual situation of Inner Mongolia Autonomous Region, through basic education, vocational education, science and technology investment, health care, the concept of change, social security and co-ordinate the efforts of urban and rural areas and so on, enabling the economy in Inner Mongolia mainly depend on the mode of growth from resource-based, investment-led and labor increase in the number of, and gradually change to more reliance on scientific and technological progress and human resources to improve the quality of the sustainable development track.. This paper analyzes the human resources in rural Inner Mongolia, the status quo, the existence of the low level of education, science and technology into a low level, poor health conditions and issues such as backward thinking; after the cause of the problem analyzed,Include the impact of the nation, education and training lag, lack of funding and ideas, such as by the traditional causes of the serious constraints; the last question from abroad for human resource development in rural areas of experience and lessons learned, and establish and improve various systems to improve human resources development system in Inner Mongolia, Inner Mongolia, all types of education in rural areas to consolidate the foundation of the economy, the establishment of farmer training in Inner Mongolia and the long-term mechanism to change the traditional ideas of farmers and so on.
