As a kind of administrative charges, collection and inspection of communication fees is playing an increasingly important role in the development of road transport. However, in recent years, particularly the government puts forward the general direction of the reform of the tax charges, the work of collection and inspection of communication fees gradually reveals a number of problems. These problems not only affect an orderly manner of collection and inspection of communication fees, but also threaten the healthy development of road traffic, economic development and social stability.By drawing on existing administrative charges, collection and inspection of communication fees, the fuel tax reform and the research results, the author raises several problems of collection and inspection of communication fees in Henan Province combined with her own first-line practice: collection and inspection of communication fees becomes increasingly complex; collection and inspection of communication fees exists in the coexistence of a variety of contradictions; the objects use various means to steal, escape, leakage, non-payment for fees; collection and inspection departments have their personnel problems, and so on. The author makes the analysis on in-depth causes of the above-mentioned problems, and confers the hidden danger to road transport development, economic development and social stability.Based on the above analysis and research on how to standardize the work of collection and inspection of communication fees, the author makes some positive thinking to provide a sound legal basis for practice, and to strengthen the concept of collections fees: such as to perfect policies and regulations on collection and inspection of communication fees, to modify the transport system of collection and inspection of communication fees, to strengthen propaganda and training of law enforcement, to innovate means of collection and inspection of communication fees, to improve the quality of personnel, to strict traffic law enforcement supervision, and to promote reform of the tax charges. Through policy formulation and implementation of the law on the interests of all parties for distribution and balance, it will enhance the public interest at the core interests of the community, realize standardized management and harmony of collection and inspection of communication fees.
