Nowadays, the price of our country's architectural products widely adopts a static administrant mode of "amount and cost unite as one", but the biggest abuse of this management mode is that not only all kinds of prices and management fees, but also the profit margin are confirmed by relevant government departments, not considering of enterprise's specialty, labor productivity, channels of material procurement and managerial capacity. By referring to relevant information, this paper has a full understanding on the static management model of the building products'price, clearly summing up the problems, pointing out that adopting quotation of quantity-bills is a new cost management which conforms to the current construction market. By combining with the actual situation of Space Construction Company in Shaanxi Province, the paper makes an comparison of several commonly used method of project cost management, takes the requirement analysis, system analysis, business process and data classification analysis through quotation of quantity-bills pricing method research, designs a easy-to-use cost management system that meets the business needs; Based on fuzzy mathematics analysis, the paper makes a study of the similarity between the proposed project and typical projects, and listing nine factors which affect the project cost. Function of membership grades and similarity measure of eigenfunction are calculated by using fuzzy mathematics. According to the comparison between typical projects and proposed project, the paper calculates the cost of proposed project dynamical-accurately.The system adopts VB6.0 Chinese version, SQL Server 2000 and Office 2000 as development tools.
