According to the"Eleventh Five-Year"development plan of Shanghai, from 2006 to 2010, Shanghai will comprehensively carry out the scientific outlook on development in its efforts to build a harmonious society and go the path of sustainable development with the development goal of forming"Four Centers". Though Shanghai has become the economic center of the whole country, its rapid development is mainly dependent on enormous materials input. This kind of extensive mode of economic development is bound to consume a lot of energy. So,in the long run ,Shanghai's energy resources will not be able to support its economy's sustainable development. In order to contain the healthy development of Shanghai's economy, to reduce energy exhaustion and improve the energy efficiency is a long term strategic approach in building a resource-conserving and environment-friendly society. For this reason , Shanghai must optimize the economic structure and rational use of energy to improve energy efficiency and reduce unit GDP energy consumption, thereby reducing the economic growth of energy demand.This paper studies the correlation and inter-dependence between the changes of Shanghai's industrial structure and the energy consumption, the effects of Shanghai's industrial restructuring on energy intensity and elasticity through qualitative and quantitative methods and empirical analysis on the basis of the laws of industrial structure changes and energy consumption. The object of this paper is to find whether there is an interaction between Shanghai's industrial restructuring and energy consumption which means to find the effects of industrial restructuring on Shanghai's energy consumption whether it is possible to save energy through industrial restructuring. Empirical results show that even though in the short term, there are some fluctuations in the relation between China's energy consumption and GDP, but in the long term, there is a stable equilibrium relationship between energy consumption and economic growth. There demonstrate different causal relations in various industries. At the same time , with the adjustment of Shanghai's industrial structure there demonstrate different changes in different stages in its energy intensity and efficiency . Overall, Shanghai's energy consumption continues to grow. Against the backdrop of scarcity of energy supply, it is quite necessary to emphasize the energy policy of saving energy as the priority, optimize the energy structure and promote the transformation of economic structure toward energy saving and intensive changes. In the end the author puts forward some recommendations on how Shanghai can make rational use of its energy and restructure its industries on the basis of the analysis results.
