Energy is an important material foundation in human's survival and development and plays an important role in developing national economy. Since 1970s, several world energy crises brought serious blow to world economy. So energy issues have become the focus of the world. As one of the fastest economy growing countries in the world, China is also a large energy production and consumption country. The latest data shows that China has become the second largest energy consumption country. With the rapid development of industrial economy, the demand for energy is also sharply increasing. The production and consumption of energy plays a vital role in achieving China's sustainable, healthy, coordinated and rapid development in both economy and society. Therefore, the internal compliance relationship between energy consumption and economic growth becomes the problem that the scholars in China should study and attach great attention to.Qinghai Province is on the west of China and possesses abundant energy resources. How to change these energy advantages into economy advantages to drive Qinghai economy and society's comprehensive, rapid and healthy development has become the major topic that Qinghai economy development is facing. Based on CD function, the text extended the traditional production function by introducing energy elements; examined the relationship between energy and long-term economy by using dynamic optimization theory; empirically analyzed the relationship between energy and long-term economy as well as the contribution degree of all input elements for output by using traditional measure model; analyzed the qualitative and quantitative relationship between energy elements inputs and economic growth by using non-traditional econometric analysis method and finally concluded that Qinghai energy consumption and economic development is a long-term two-way causality. That is to say, economic growth is based on certain energy consumption, meanwhile, energy consumption restricts economy development. The text posed the following 3 points of view. First, in the future energy developing strategies, Qinghai should be base on the real energy foundation, give full play to local resources advantages, reasonably balance Qinghai society, economy, politics and other elements and give full play to market's fundamental function in resource allocation on basis of the feasibility of economy and techniques to promote sustainable development of economy through energy security; Second,"Adhere to exploitation and saving are the same important, but saving is the first"to achieve energy saving and actively exploit new energy by using the optimization of industrial structure and technological progress; Third, adhere to the economic development model of energy-efficient, low emission, high-output to vigorously develop low-carbon economy and finally realize the win-win results of economy development and energy building.
