Functions Of The Evolution Of China's Science And Technology Communities And Community Management

Scholarly communication function and social service function are two basic functions for scientific-and-technical community based on its long running and initial establishing. The founding of Chinese scientific-and-technical community met the needs of external cultural transplant and social reform rather than the need of scientific-and-technical development. Comparing with the social service function, the scholarly communication function is weaker for our scientific-and-technical community.In our country, the functions of scientific-and-technical community include three aspects:original function, endowed function and self-perfecting function. The two basic functions of scientific-and-technical community are not changed following the social development and scientific-technical progress. The real change of two basic functions is its realized extent, realized profundity and realized preciseness.Currently, the main influencing factors on functional realization of two basic functions include social development, transformation of government function and stipulation of law regulation. The process of functions realization of scientific-and-technical community also has a counteractive to government's supervision. Likewise, the process of functions realization of scientific-and-technical community is also effect a change of community's management structure, human resources and organization operation.Based on this paper, the key issue for Chinese scientific-and-technical community is how to return the main function of scientific-and-technical community to scholarly communication function which has some characteristics such as promoting innovation, stimulating inspiration, refuting error, debate upon question and equal communication. In the present, the reform, innovation and development of Chinese scientific-and-technical community should prioritize the real scholarly communication as the core and key point. However, returning the main function of scientific-and-technical community to scholarly communication function is a complex process which has close relation with social environment, economy development and sci-tech progress. The reforming and developing of scientific-and-technical community must be strengthens the scholarly communication function, develops functions based on the discipline characteristic, avoids developing the function blindly.
