The deepening of the reform and opening-up brings the development opportunity for the scientific and technical community. In recent years, with the development of society and economy and the progress of science and technology, the position and role of the scientific and technical community is gradually significant and it’s becoming an important social organization in promoting progress and innovation of science and technology. Then, the scientific and technical community also faces fierce competition and challenges when it develops rapidly. With further advance of the economic system reform and political system reform, the government delegates more powers to the social organizations in the field of public service increasingly. And in the field of public service of science and technology, the government transfers public functions to the scientific and technical community in the form of project funding or service purchase. To a certain extent, it makes higher requests for the quality and ability of the scientific and technical community and then increases community’s pressure. And with the continuous decrease of resources and profits, a growing number of commercial enterprises are going into science and technology of public services and become strong competitors of the scientific and technical community. At the same time, financial source of the scientific and technical community which mainly relies on the government’s funds is tightening because the government’s financial support has decreased. In addition, the reduction of social donation and the raise of community’s operating costs all make the community face serious financial difficulty.Under the double pressures which government and market bring, the survival and development of the scientific and technical community in our country is facing a serious threat. In order to improve the survival plight, maintain its own survival and development, improve the efficiency of operation, complete the social public mission better, the scientific and technical community must change traditional operation mechanism which relies mainly on government’s funds and social donation and turn to market to find a way out. It should learn management technology and experience from enterprise, engage in business activities, compete actively with the government, enterprises and other social organizations and then get the funds required to develop. Marketization operation which broads economic sources and improves running efficiency of the scientific and technical community has become the key to getting out of trouble and the only way to sustainable development of the community.Through the analysis of situation and existing problems of community’s marketization operation in our country, the paper discusses a mode of scientific marketization operation which conforms to our special national conditions and community’s own characteristics. And then it puts forward some countermeasures and suggestions for marketization operation of community. The research achievements of this paper can provide reference and guidance for marketization operation of community in our country.
