In today's world of rapid economic development, people's overall quality as a fundamental element of all development. Therefore, people's overall quality-based training to become a modern enterprise human resources management, the work of the most fundamental one. Person's inner qualities, abilities, their own personality, thinking, behavior, and mastery of the knowledge, skills, inner motivation and work performance are produced in close contact. Therefore, based on people's overall quality-focused research and training, management becomes the basic direction of modern corporate governance.Staffs ability and quality to complete the establishment of enterprise management objectives established basis points. An enterprise's core competitiveness, employee knowledge and skills through the effective co-ordination is reflected by the quality of models. Through the quality of the model and the employees the difference between the actual job performance, business managers can be more accurate and timely discovery of the actual work of the staff shortage and problems can be more targeted development of relevant training programs designed to enhance employee's work performance to enable enterprises to gain a competitive advantage and achieve corporate strategic goals.In this paper, in practice, according to organizational management problems encountered in five parts separately from the concept of ability and quality, model building methods and procedures and other related theories, as well as the author of the States-owned securities firms, as evidence, on the company's the status quo and problems of 11 to be described, for those of the status and causes of the problem, as well as the solution to do a preliminary analysis of the quality of theory in the States on the ability of securities companies in-depth application of agent positions put forward constructive comments and hope that can inspire the future broker market.
