Since the new century, the central issued by this question as the theme of the central no.1 document for seven years (2004-2010), highlighted the problem of agriculture,countryside and farmers in China's socialist modernization is in the important position. In order to solve these questions, the most important thing is to reduce the population of farmer, then the development of agriculture itself. Current of large-scale rural surplus labor transfer from rural areas to cities is realizing rural society to an urban society development. But in the meantime, a series of obstacles of rural surplus labor is reasonable and orderly transfer of urban-rural factors such as exists, the household registration system, the system of social security, rural labor force of the human capital level, employment, etc. In these factors of rural labor, the factors of human capital plays an important role in cultural level, such as labor itself, professional skills, health influenced its success in urban employment that settle become citizens seriously. Therefore, the study of rural human capital and labor relations between the outside employment has great realistic significance.Based on the Pengshui county of Chongqing (poverty-stricken counties) as the background, the article discusses the relationship between rural human capital and migrant laborers. This article first analyzes the relationship between rural human capital and migrant laborers through the theoretical analysis, then introduces the current situation of Pengshui county's rural labor and migrant laborers. By means of the sample investigation data, the author summarizes the relationship between them through the measurement mode and empirical analysis, and finally thinks concrete countermeasures and suggestions on how to strengthen the rural human capital investment, promoting the employment of rural labor in Pengshui county.The basic conclusion of this study are as follows:the human capital is from three aspects:the main factors of influence of rural labor employment, out of the position and industry is the employment, place of go out, the income level of employment. To obtain employment from the perspective of the position and industry, the influence of human capital, high levels of good quality workforce is engaged in business, processing manufacturing and financial, communication and other more modern. And low level of those cultural quality, professional skills of the poor quality of construction and mining in labor and such as catering, housekeeping, its primary service employment environment is polluted, disorderly and poor and income is not high. From the influence of labor obtain employment location, research results show that the high level of human capital, labor tend to be far from the metropolis is long, because the culture transfer high quality, professional skills and healthy laborer the risk to bear ability is strong,endurance of life for fresh things perceived stress and strong ability of the low level of human capital in the county or the most workers in this job, risk reduction is more stable. From the human capital of labor employment income come out, the empirical analysis result also shows that, human capital and employment income is positively correlated. On the basis of the above analysis, this paper puts forward a series of countermeasures. Mainly has:the popularization and education, perfecting rural basic education, to develop the rural vocational skill training to improve rural labor force non-agriculture, rural health investment, perfecting the new rural cooperative medical care system.
