The rural labor to non-economic development is the transfer of the law of nature and modernization is the only way. Developed countries in the effort to achieve industrialization and modernization process, the emergence of rural laborers to non-agricultural sectors of the large-scale transfer of rural labor force can smoothly shift to non-agricultural industries will directly affect urbanization, industrialization and agricultural industrialization process. At present, China's rural labor transfer restricted by many factors, including human capital is the fundamental constraint. At present, China's rural labor force, the lower the quality of the overall labor force, unable to adapt to the economic development and employment requirements, which directly affect the transfer of rural surplus labor force size and speed. Thus, the transfer of rural labor is the key to enhancing the rural labor force in human capital investment levels. Therefore, this article from the perspective of human capital concern to the transfer of rural labor force, with a view to increasing the rural labor force in human capital stock and accelerate the process of China's rural labor transfer provide a theoretical explanation.
