Analysis Of The Relation Between Transfer Of Rural Labor Force And The Human Capital Promotion

In recent years, it has become one of the important resources for farmers to increase their income that the rural labor force has transferred to urban industries. While, the process of such transfer is not so smoothly. This article take Guangdong Province as an example, point out that the farmers are low in cultural quality and short of specialized skills generally and at the same time they have to face some impeding factors such as census register system, social security system etc. which make them hard to shoulder the employment and life pressure in the city. Aim at these problems, this article puts forward the effect of human capital investment, eliminating the system obstacles and join efforts from all circles of society during the process of rural labor force transfer.This paper has mainly utilized the methods of theoretical and empirical analysis, and also absorbed the theory achievements from the Economics of Education, Labor Economics, Demography and System Economics. Base on the analysis that the key role human capital plays in promoting the labor forces transferring, and combined the present situation and future development trend of the rural labor forces of Guangdong, this paper putting forward the proposals and suggestions.The result indicated that the society should increase the investment into the human capital. In the process of human capital formation, the most important factors focusing on education, training and health, therefore enlarging the investment in these aspects accordingly could increase the human capital accumulation of the labor forces.In addition, eliminating the system barrier, stimulating the individual's investment enthusiasm towards the human capital is a must. For the system barrier restrict not only the transformation of the speed and the degree of the human capital, but also the transformation of the efficiency. Meanwhile, as the up-to-date trait of the human capital, it is a long term investment and must be replenished unceasingly. Therefore, it is crucial to further consummates the related polices and regulations, and to build a harmonious social surroundings.
