SMEs especially small and medium manufacturing enterprises occupy an increasingly important position in China's economic development and play a significant role from the "Made in China" to "Created in China". Flexible management is a "people-centered" management approach. Facing of fierce market competition and complexity, the flexible management model of the small and medium manufacturing enterprises are more and more debated and discussed.This article based on the study of literature in the flexible, flexible management and the evaluation, puts forward the third dimension of flexible-dimensional evaluation-"effect".
