SMEs especially small and medium manufacturing enterprises occupy an increasingly important position in China's economic development and play a significant role from the "Made in China" to "Created in China". Flexible management is a "people-centered" management approach. Facing of fierce market competition and complexity, the flexible management model of the small and medium manufacturing enterprises are more and more debated and discussed.This article based on the study of literature in the flexible, flexible management and the evaluation, puts forward the third dimension of flexible-dimensional evaluation-"effect". Combining the characteristics of small and medium manufacturing enterprise, sets up the evaluation of Flexible Management index system of the small and medium manufacturing enterprises. And then make the reliability analysis and validity analysis on the initial index system to determine the final target system. Introduce of triangular fuzzy number into the fuzzy evaluation method and use AHP method to determine the weights. And then discuss in detail the fuzzy comprehensive evaluation method in management of flexible in the small and medium manufacturing enterprises.Finally, use the empirical data of the Nanjing Leopard sporting goods manufacturing company to case studies, use of AHP to determine the weight values and then determine reviews set and the attribute degree, then can get the results of the fuzzy comprehensive evaluation.
