The development of urban infrastructure is directly related to the production and living order of urban residents. Effectively the function of government regulation is the field of urban infrastructure to ensure healthy and orderly development. But the view from the current situation, the formation of urban infrastructure is a prototype monitoring is still in need of systemic integration and improved. This article is in this background, the basis of previous research, the "In the field of urban infrastructure to study the government regulation "as a theme, try to explore the field of Urban Infrastructure for effective monitoring of the way, I hope the research in this field to provide the approach to reference.In this paper, the existing urban infrastructure, government regulation relevant references and comments based on the proposed government regulation in this field at present some of the key issues, such as imperfect legal system, the main regulatory authority confusion, lack of scientific monitoring method, the lack of regulatory standards and supervision mechanisms, and in-depth analysis of the causes of these problems. On this basis, this paper wants to further improve the regulatory system; we must reshape the institutional environment, reconstruction of regulatory agencies and the establishment of third-party monitoring mechanism. First, the remodeling system environment and supervision according to law, not only to improve the supervision of business behavior within the industry related laws and regulations, but also the regulatory agencies and related personnel supervision and control into the system in the field; not only to regulate access and out of control mechanism, but also to ensure fair and effective competition. Secondly, we must reform the regulatory bodies set up to establish an independent regulatory body, reconstruction regulatory system; establish a sound scientific and effective monitoring methods, standardize pricing mechanism. Finally, we should set up public oversight and third-party supervision to support the system of checks and balances in the field of urban infrastructure in China the government regulatory bodies, tried to solve the "regulatory capture" problem, and increase citizen participation, so as to safeguard the public interest.
