Research On Governmental Actionsin Urban Villages Reconstruction

Urban village reconstruction is peculiar to our country urbanization, began in the early 90 s, along with the implementation of the land finance system gradually rise development up to now. With the rapid development of social economy, urban villages in living environment, planning layout, land use and social management is showing and the development of the urbanization, the social problem is serious, has become the obstacles of urban development. Therefore, the modification is adapt to economic development and urban villages, the choice of time request. Although the urban village transformation has made some achievements, because the local government behavior in the process of transformation of deviation appeared a lot of contradictions and problems difficult to solve. Thus, to handle the dispute of contradictions in the process of urban village reconstruction, solve the difficult problem, you need to conduct the thorough research to the transformation of village inside city government behavior.This paper USES the combination of theory and practice, summarizes five characteristics of urban village transformation, and puts forward requirements for the government behavior, namely, the government should be representatives of public interests, the makers of public policy, public service providers, transformation of village inside city guide and planners, policy implementation of supervisor, the interests of the diverse coordinator. With public choice theory and the interests of the game theory to carry on the deep analysis of the government action, points out that the government is also the main body of interests, needs from aspects of the laws and regulation of various constraints, its behavior, to establish the punishment mechanism of form a complete set, and the new public service theory pointed out the government should play the main role, pay attention to the public interest of the government to strengthen the sense of responsibility and the public service consciousness, is the development direction of local government behavior in the future. Through the government behavior in the process of urban village reconstruction of the comprehensive analysis, pointed out that the government offside, malposition and absence of the deep reasons of the deviation performance and behavior. On this basis, combining with theoretical research, puts forward the countermeasures and Suggestions of correcting government behavior deviation, namely, improve the legal system of village inside city, clear scope of government functions, improve the constraint the behavior of the government supervision mechanism, establish a coordination mechanism interests, strengthening the government's public service function, balanced and reasonable planning.Rapid development period of urbanization in our country, hope this research can contribute for the smooth transformation of village inside city, for the local government role in economic and social transition period to realize conversion provides some reference opinions.
