Research On Government Supervision System Of Urban Infrastructure PPP Project

The urban infrastructure affects social development and economic growth,and has an important impact on the lives of the public.With the accelerated development of urbanization,the urban population is constantly increasing,and the public has a increasing demand for infrastructure.At the same time,as the urban infrastructure has a natural public welfare,the government needs to invest a lot of money.In order to alleviate the pressure on capital,a new financing model came into being,that is,PPP model.However,for the current application of China's PPP model,there are still many problems during the process of use.For example,as private investment joins the urban infrastructure construction,the government's regulatory role becomes absence.As a result,there appears monopoly,negative externalities in market price,and other failure market phenomenon.Therefore,in order to ensure the quality of urban infrastructure and protect the public interests,we need to build a sound government regulatory system,making urban infrastructure construction PPP project develop healthily.After reviewing the relevant domestic and foreign literature,this paper summarizes the theory of urban infrastructure,analyzes the current situation of urban infrastructure implementation in China's PPP mode and some problems existing in government regulation.Then,it summarizes the successful experiences of urban infrastructure in foreign PPP mode.On the basis of this premise,this paper puts forward the government supervision system of urban infrastructure under PPP mode and the policy measures to perfect the system based on China's national conditions and government supervision theory.The key research of this paper is to construct the government supervision system of urban infrastructure PPP project and set the duty of government supervision.By using the principal-agent theory,a two-stage model of government supervision of urban infrastructure PPP project is established,which proves that only the public sector can formulate the restraint and incentive mechanism so that the private sector can continuously improve the level of efforts,and the private sector will raise the level of efforts,which will bring their own economic utility to maximize.And then putting forward the government supervision system,and some suggestions and measures to improve the government supervision system.
