"Hunger Breeds Discontent, Food Safety First". Food safety is a major issue of people's health, national economy and people's livelihood. In recent years, food safety status in our nation is not optimistic. Particularly, the 2008 Chinese milk scandal makes food safety once again become a public, media and government attention.In this paper, it studies the food safety crises occurred in china in recent years, analyzes the reasons lead to the crises, and proposes countermeasures.It first conducts causes analysis from the perspective of business and government to find out the reason caused by themselves. After that it digs deeply to find out the administrative ethics reason.The administrative ethics reasons includes three parts, they are:reasons of individual administrative staff, reasons of administrative ethics Legislation and reasons of Institutional ethics. At last it talks about how to build the food safety administrative ethics defense line by the basic values, institutionalization of administrative ethics,administrative institutional ethics and administrative accountability.This paper contains four sections. The first section is an introduction, which is mainly about the significance of this study, the research status about food safety issues at home and abroad and the methods used in this study etc. In the second section, it draws the reasons of business and government that lead to food safety crises from the status and characteristics of food safety crises in our nation. The third section is an important section of this article. This chapter studies the food safety crises from the perspective of administrative ethics. It studies at different levels the administrative ethics reasons lead to food safety crises, from the administrative staff personal factor, lack of administrative ethics legislation to the Chief Institutional Ethics. The fourth section discusses how to build the food safety administrative ethics defense line. The author's view point is that in order to build the food safety administrative ethics defense line something should be done in reinforcing basic values, institutionalizing the administrative ethics, strengthening administrative institutional ethics, and strengthening the accountability of officials.
