To realize our country's modernization and solve "Three Agriculture" question, rural labor's migration to city and non-farm industry is necessary. Recently, the didactic system between rural and city became weakened, its representative is reformation of The Household Registration System. However as the city's low level employment saturated long with non-farm industry's modernization level enhanced, the affection of Human Capital to Rural Labor Migration will be further strengthened. Therefore, the study on influence of Human Capital to rural labor's non-farm work has important practical significance.Jiangsu is such a place that rural industry started earlier than other places. Specially, the developed Industry in Sunan provided massive employment for rural labors. At the same time, as a result of The Household Registration System and the employment system reform earlier, Jiangsu has a relative loose employment policy and employment environment. So, the restriction of Human Capital to Rural Labor's non-farm employment is more obvious. On the other hand, it's in the different level of Sunan, Suzhong and Subei region's economy, representing developed, developing and under-developed region desperately. Through the study of Jiangsu Province and from which the conclusion obtained has universal significance.On the foundation of investigation data from Sunan, Suzhong and Subei, utilizing the theory and method of Labor Economics, Econometrics and Development Economics, this article studies the influence of human capital to rural labor's non-farm employment and its income. On the foundation of simple statistical description to the investigation data, it discovered that the male labor forces who is young, receiving long time non-farm technical training, healthy are adapt to obtain non-farm work; The migration is mainly different places, time is short and income is low, at the same time it is different by place.
