Therefore, the behavior analysis of surround and olluded bidding marked as an issue is worth studying.On the basis of the three major theoretical tool of economic system and the phenomenon of string-based in the process of bidding in China's road construction project, this paper studied in-depth the behavior of the bidding for the economic roots of strings subscript and offered a reliable theoretical basis in the standard economic analysis within the framework of the use of systems science methods, mathematical modeling and optimization methods.In this paper, the above-mentioned areas of research have been made new progress:(1)It defines that surround-bidding is a conspiracy among the bidders, while colluded bidding marked the collusion between the tender man and the bidders.It also analyzes the system source of surround-bidding and colluded-bidding and the irregularities of the tenders.(2) Thanks to the use of game theory tools and the"first price sealed-bid model"analysis under normal circumstances,the tender offer corporate strategy and the dynamic game model between enterprises. Extended through the game type, a more clear analysis of the cost of the tender are three types of business under the premise of the bidding decision-making behavior.
