Resources And Environment Account Management Of Applied Research, In Chongming

Compared with other Eco-city, Chongming eco-island has its own characteristic. Separated from Shanghai mainland by Yangtze river, Chongming's economic growth is relatively slow in comparison with other areas in Shanghai due to unsmooth labor and logistic flow between Chongming and Shanghai mainland. In 2009, Chongming's GDP accounted for only 1.14% of Shanghai's total GDP, and per-capita GDP was less than 1/3 of average level in Shanghai. To overcome the poverty, low-level industrial clustering and imperfect social welfare system problem which act as an obstacle to ecological construction in Chongming, the economic growth should be considered as the top priority.However, the development space for Chongming's agricultural industry is limited and there are also some difficulties in the development of tertiary industry. This means at the moment the economic growth still relies on the secondary industry, which conflicts with the eco-island construction target. So we should figure out a balance approach between economic growth and ecological protection. At present water environment quality and limited landscape resources are the main environmental factors restraining the economic growth. The eco-island construction is a long-term and step-by-step process. This article sets the Chongming short-term construction target as to achieve a high economic growth rate and not devastating the ecological environment at the same time.The initial purpose of setting up the natural resources and environmental account is to make up the deficiency of the System of National Accounts (SNS) in the aspect of measuring and assessing sustainable development. Till now, some countries have utilized it to monitor the pressures on environment cause by economic development and research how to relieve these pressures. At the moment, domestic research in this field are putting emphasis on monetary account other than physical account, and mostly focusing on economic accounting of natural resources and environment rather than research on the practical usage of accounting result.This article sets up physical account for water environment quality and landscape resources respectively, in this way we can on one hand keep track of the real time dynamic change of the ecological factors restraining Chongming development, on the other hand, which is more important, by setting up a coordination and management system for the natural resources and environmental account, upgrade the industrial structure, improve the industrial quality and increase the utilization efficiency of land in Chongming, under the pressures of natural resources and environmental restriction. In this way we can promote a resources-saving and environment-friendly path for economic development and realize the mutual development of ecology and economy.
