China Special Equipment Safety Supervision System Change

The great revolution of politics, economy and society and the transition of political ideas are significant factors to deduce system transformation logic on China's safety supervision over special equipment. Therefore, this thesis regards changes of China's politics, economy and society since the establishment of the system on China's safety supervision over special equipment as the main line to analyze the track of the China's system of safety supervision on special equipment and its political logic behind it by combining standard research and empirical study and drawing lessons from the similar experiences in similar field in developed country and areas. Conclusions are as follows:Firstly, since the reform and opening up, deep social reform presented challenges to each aspect of the society including governmental organization structure, administration function, operation mechanism and so on, which lead China's system of safety supervision on China's special equipment on the way to the reform.Secondly, public service is the important attribute of safety supervision on special equipment. To provide safety public service is inexorable requirement for modernization and represents the nation's consciousness and fundamental rights of social citizens. It is highly compatible with the basic trend of China's social transformation, social goals to construct a human-centered society and the theory of scientific development. Meanwhile, as a part of government administration, the activity and system of safety supervision on special equipment must have general features of government administration. The reform of economy system, the social structure transformation based on unit and the transition of political ideas have great influence on the administration system transformation including system of safety supervision on special equipment.Thirdly, the great revolution of China's economy and society, the transformation of social structure and the transition of political ideas based on the revolution is the starting point to study the system transformation of safety supervision on special equipment. The position, function and scale definition in safety public service for China government's safety supervision on special equipment should be oriented towards public demand for safety, driven by the interaction between service system and environment, take government-centered polycentric main part as supply mode and regard the measure that combine administration with market as supply mechanism. Fourthly, according to the inner factor and outer environment of system transformation, under the basic working frame of comprehensive inspection control, drawing lessons from the experiences of the advanced safety supervision in domestic and transfrontier country, the author tries to explore the safety supervision on special equipment that combines moderate supervision with public service and its development mode, which will promote the efficiency of safety supervision, better serve the economic and social development, and ensure the safety of people's lives and properties.
