In nuclear power plants, a vitally important goal of human performance management is to ensure nuclear safety except for economic returns. Simply speaking, human performance is a combination of behavior and result. The station management should not only focus on results, but pay more attention to human behaviors and investigate various influencing factors to obtain stable and expectable human behaviors. According to the analysis of four elements, human error is the main cause of significant events. Latent organizational weaknesses increase the possibility of human errors in the workplace, jeopardizing the integrity of defense.The author discusses human performance management and continuous improvement based on the practice of Third Qinshan Nuclear Power Plant. Two major measures are put forwarded in the paper. One is to decrease the human error frequency in plant activities by improving the quality of the plant staff training, evaluation and qualification and introducing human error reducing tools. The other one is to improve the organizational defense system by strengthening the technical, management and safety culture defenses. The station management should establish a model that consists of performance monitoring, cause analysis, and corrective action implementation to prevent significant events and continuously improve the plant performance.The contributive highlight is the paper is not result-oriented, but a focus on the in-depth study of behaviors. Based on the author's twenty years operation and management experience in the nuclear power plant, he integrates the human performance theory with the plant performance management and improvement practice, and brings forward the supplementary measures for human error reduction. The paper can be used as a reference to human performance management and continuous improvement in nuclear power plants.
