With the emergence of the knowledge-driven economy, some persons with modern management ideas, who mastered the new and high technology, become motive power in economic development. In this situation, enterprises have to rely on human resources rather than other physical resources getting competitive advantages in the market competition. The idea that human resources are important and rare resources of socio-economic development has already got general approval, while the function of the enterprise human resources managing department is being changed into the strategic manpower resources management duty from the traditional administrative management function of understanding. More and more enterprises realize that only scientific human resource management could make them initiative in the future market competition.The power plant of Xingtai is regarded as a large-scale electric enterprise of area of Xingtai in Hebei Province; its personnel department has gone through the transition from traditional personnel management to manpower resources management. In the development course for many years, the power plant of Xingtai has deeply realized the importance of manpower resources management, especially in era of knowledge-driven economy. Enterprises need more scientific and more advanced human resources management mode to explore their own potentiality, so as to tackle the fierce market competition.On the basis of summarizing and reviewing to the relevant theories of human resource management and the current human resource management situation in power plant of Xingtai, this research has analyzed the domestic and foreign environments of enterprises. And we have found some questions of human resource management ,like the human resources idea lags behind, the incentive measure is ineffective and the performance checking system becomes a mere formality. After sorting out the questions, this research has put forward the corresponding settlement countermeasure to these questions and expects to play a role in the human resource management in Power plant of Xingtai.
