From the implementation of the medical insurance for urban workers, this article proposed the importance and urgency that to establish a medical insurance system for urban residents in the current situation, and then selected the six cities, the eastern part of Hangzhou, Xiamen, the central region of Wuhan, Changsha, as well as the western region of Xi'an, Lanzhou, to them as an example, compared and analyzed of the situation in the six pilot cities mainly from the coverage, the method of payment level, arranger standard, insurance coverage and compensation level, the control measures of the medical cost, and interface with other means of medical insurance, and other medical security system interface means that several aspects, then summarize and discuss the following issues existed in the pilot:It is still difficult to achieve universal coverage; And is lack of attraction for the residents compared to the medical insurance for urban workers; In raising funds for medical insurance mechanism is not perfect; The funding level of co-ordination is low; Supervision and management mechanism is not perfect; The policy convergence with other medical insurance system is not in place; Community health service system is not sound.
