The Research On Pilot Cities Of China's Medical Insurance For Urban Residents

By the end of 2008,the Medical Insurance for Urban Workers covered 199.956 million people and the New-type Rural Cooperative Insurance covered 800 million peasants.However, there was still no medical security for over 50% residents in the towns and cities. Under this circumstances, Compared with the relatively more perfect of the Medical Insurance System for urban employees and steady implementation of the New Rural Cooperative Medical System, the state council issued The Guiding Opinions of Pilot of Basic Medical Insurance for Urban Residents in July 2007, officially began the implementation of the urban medical insurance system. In 2009 April, a goal was put forward a new medical scheme for the next 3 years, that is the Medical Insurance consisting of the basic medical insurance system for urban employees, the new rural cooperative medical care system and Medical Insurance system for urban residents covers 90% of the population the whole country about. It can be regarded, the emphasis and difficulty in realizing this goal lies in the Medical Insurance System for the urban residents.Based on the research, analysis and comparison of the Medical Insurance policies and results of the five pilot cities, referring to Nanjing and Guangzhou, Lanzhou city, Zhengzhou and Hohhot, problems of the Medical Insurance for urban residents are found, which specific displays in:the coverage, the ginseng of residents to, the lack of the government investment, uneven distribution of the medical resources, the raising medical expenses and the unreasonable payment system, the ansence of relevant laws and regulations, etc.For the problem of implementation of the pilot Medical Insurance for Urban Residents, this paper puts forward corresponding countermeasures, embodying in five aspects:first, the government should increase investment, promote residents' consciousness, and extend their enthusiasm so as to enlarge the range, Secondly, the role of the government should be set up, government should take the responsibility for a leading premise, in the meantime accelerate the transformation of government functions.Third, the legislation should be sped up.Fourth, perfecting the financing of the fund payment system of the medical insurance is also necessary. Finally, in order to better promote pilot work, the investment of basic-level medical treatment should be increased and the government supervision should be strengthen, deepening the reform of medical treatment system should be deepened.
