Study On The Present Situation Of Basic Medical Insurance For Urban Residents In Fujian's Firstling Pilot Cities

Objectives: Fuzhou, Xiamen and Nanping are the firstling pilot cities of the Basic Medical Insurance for Urban Residents in Fujian Province. They are supposed to check the policy, to find out the problems and to perfect the system. This study aims to summarize its effects and existing problems by describing and evaluating the pilot's running situation during the very moment that this pilot work has been running for more than one year, and at the same time to analyze the main factors during its running process so as to put forward some countermeasures to promote the sustainable development of the Basic Medical Insurance for Urban Residents.Methods: The study collects relative data by referring the literatures, questionnaire survey and interview. The analysis on the pilot cities'situation is based on the relative running data of the firstling pilot cities in Fujian and supplemented with the data of questionnaire survey and the result of interview, via means of Policy Evaluation, Stakeholder Analysis and SWOT Analysis.Conclusions: The conclusions can mainly be concluded as following. First, the pilot work of Basic Medical Insurance for Urban Residents in Fujian has achieved some effects. The governments of all the three pilot cities have attached special importance to the work. The communities and schools have played an important role during the policy publicizing and medical insurance registering. At present, the pilot work has succeeded in publicizing policy, spreading the scope of the people who is covered by the system and fulfilling the treatments to people who owe to get that.Second, there are some problems existing in the pilot work .For instance, the appeal of the policy is weak and the stimulative mechanism is still not completed. Besides, there is a contravention between the guide of health service using and the emphasis that the policy aims to ensure.Third, the impetus to the running of the Basic Medical Insurance for Urban Residents is strong but the resistance also exists .So when bringing the impetus into full playing, we should pay more attention to deal well with the relationship with the health department, the education department and commercial insurance companies.Fourth, the developing environment of the basic medical insurance for urban residents is mingled with hope and fear. For interior, the development of the Medical Insurance for Urban Workers in Fujian has afforded a good foundation and the antecedent grope of the Basic Medical Insurance for Urban Residents in Xiamen has afforded some valued experiences but the appeal of the policy is comparatively weak. For exterior, the communication of the pilot cities and all kinds of evaluation are good to accumulate experience and find out the problems but it also faces some austere threats, such as the impact of the New Rural Cooperative Medical System, the restriction because of the lack of the link among different kinds of medical insurance.Fifth, the sustainable development of the Basic Medical Insurance for Urban Residents calls for the control in general and the adjustment in detail. For one side, we should well recognise the rules during the development of social insurance and control the developing direction of the Basic Medical Insurance for Urban Residents. For another side, we should collect the latest information about the pilot work comprehensively to adjust and perfect the policy betimes.
