The New Rural Endowment Insurance Financial Subsidies Involved In The Model

Because China is a large agricultural nation with majority of the rural population, rural development is the true development, farmers living and working in peace and contentment which shows the achievement of reform and opening-up in real benefit people. And our long-term dual economic structure led to an imbalance of the development of urban and rural development, widening the development of social security. Comparing with increasingly perfect urban endowment insurance system, the system of rural endowment insurance develops slowly. In the new stage of promoting agriculture with industry", our party has proposed establishing new system of rural endowment insurance policies and requirements to achieve full coverage in 2020, according to local condition, the local govements have carried out different forms of positive attempt.This article focuses on the establishment of shaanxi new-type rural old-age insurance system, and from the Angle of financial support, compares and analyzes domestic existing practice mode:"guangzhou mode","Beijing" mode, and "Baoji" mode, through analyzing and comparing the commons and the differences of the three practice modes shows that due to the different requirements of different regions of the model itself, so according to local financial support ability differnet zones will choose different combination of practice mode. In shaanxi, "Baoji model", is the realistic choice in execution of new system of rural endowment insurance.While economic structure decides social structure. In the long run, China will change the status of the dual economic structure,and achieve development of urban and rural integration, for social endowment insurance system, the integration of urban and rural old-age insurance system is an inevitable trend. So "baoji mode" need to be improved. Based on this, this study on the basic framework of "Baoji mode", in order to realize the goal of the integration of urban and rural endowment insurance system, analyzing from requirements of the endowment insurance, the questionnaire was used, influence factors of ginseng to pay farmers was analyzed by analytic hierarchy process (ahp), and get the influence of various factors to ginseng protect farmers, which demonstrates the weights of the government subsidies for farmers willingness of ginseng, according to the assumption of shaanxi province to capture the farmers, per capita income per capita cash, consumer spending, fiscal revenue forecast,in the endowment insurance covered by 2050, realizing the integration of urban and rural areas, such as using quantitative method of shaanxi province, actuarial "new agriculture"practice mode, and measure the preliminary design of different age expends standard and government subsidy level, which can ensure farmers to achieve the basic life and gradually reduce government financial burden. This will be for carrying "new agriculture" practice mode actuarial design provides a theoretical and practical reference in shaanxi province as well as whole nation.
