Regardless of how large a company is, he can't obtain all capability to fulfill a task in a short time, as a result, companies should cooperate with each other, and Collaborative Production and Business is an inevitable choice for companies to share corporation resource. In this cooperate mode, select a suitable cooperation supplier between several candidates exactly and quickly is a key step in successively application of regional co-manufacturing.Basing on the development levels of garment manufacturing industry in our counter, this paper pays main attention on the construction of cooperation supplier evaluation and selection system, and a more suitable guideline for evaluating cooperation patter basing on the regional co-manufacturing environment, and has designed and successfully developed a garment manufacturing enterprise collaborative working platform,as well as a evaluating guideline system is proposed and the meaning of various indicators and metrics is given. By least-squares optimization method integrating the improved AHP with the objective entropy to reasonably and objectively evaluate and select the optimal suppliers. A new scale method is proposed, when we determine the weight of evaluation by using AHP, this method overcomes some shortcomings in the 1-9 scale method, which is not consonant with people's mental habits, and has a big gap with people's estimated bias, and the consistency of the judgment matrix would probably be destroyed. We use an example to authenticate the new scale method, the result shows that the pass rate of consistency of the judgment matrix is increased, but also more in line with its actual application, which makes the scaling method is more practical and stability.According to the requirements of the enterprises, we have constructed a entire framework on the collaborative production and business platform, focused on the design and implementation of a co-supplier evaluation and selection system based on the pre-mentioned researches, which including the basic information management of the co-suppliers, suppliers supply management, initial selection of the co-suppliers, the evaluation index system management, co-suppliers: evaluation model, the view of the results and access control. This system has been applied in Down Garments Co., Ltd., Zhejiang, Islay, and has done a comprehensive evaluation and selection for the co-suppliers. The results have fully fulfilled the requirements.
