Eu Non-tariff Measures And Their Response And Revelation

European Union(EU) has been Chinese largest trading partner. Their trade amount in 2009 reached more than 360 billion dollars. Bound by rules of the World Trade Organization and EU itself, EU's foreign tariff is reduced significantly and the external pressure of implementing EU's tariff measures is increasing. Meanwhile, due to the flexibility, imperceptibility and other characteristics of non-tariff measures, EU gradually developed a large number of non-tariff measures in practice which aim to protect its domestic industries and enterprises and promote EU's economic development. EU non-tariff measures caused significant damage to Chinese foreign trade and domestic economy, and affect the iron and steel manufacturing, textile, electromechanical industry, agriculture and other fields. In this situation, it's an urgent task to analyse the types, characteristics, trend and economic effects of the EU's non-tariff measures and to propose Chinese response by utilizing the condition and opportunity of joining the WTO as well as stduy EU's experience in eliminating non-tariff barriers among its members, and its enlightenment to Chinese non-tariff policies in the regional integration strategy of the cross-straight, HongKong and Macao. Its also the main objective of this article.In this paper, empirical analysis and theoretical analysis methods are used to analyse the above issues.The full text is divided into five parts:Part I: The meaning of EU's non-tariff measures related concepts:Introduce concepts related to the content as well as EU's basic situation for the next discussion. Part II: EU's main foreign non-tariff measures and their trend: Conclude EU's main external non-tariff measures and analysis their trend according to theories.Part III: Analysis of economic effects of EU's foreign non-tariff measures: Discuss the economic effects of EU's non-tariff measures to its exporting countries and itself through the combination of the theoretical analysis and empirical analysis .Part IV: Response to EU's non-tariff measures in China-EU trade: According to the above analysis and the reality in China, put forward Chinese response to EU's non-tariff measures in China-EU trade .Part V: Enlightenment to policies about non-tariff measures of the regional integration of the cross-straight ,Hongkong and Macao: study EU's experience to eliminate non-tariff trade barriers among its members , put forward its enlightenment to China.
