This article developed a questionnaire of HR competency development path on basis of a review of research on the definition of HR competencies and the process of competence development. The survey results presented that there were no clear and unique declaration of competency levels and factors in HR competency development, no soundness of development systems and programs in HR competency development and single measure of HR competency development. To solve the above-mentioned problems and meet the needs of HR competency development, according to the theory of learning process and achievement motivation, this paper designed a competency development path for HR professionals.
