Competency is a management concept which is described as individuals who havepotential characteristic leading to fabulous performance in their positions. The research ofcompetency was initial presented by American scholar McClelland, and in the early 20thcentury interior academic community has lead to a climax about competency research.However, most of organizations have not realized that competency is important to enterprisedevelopment in reality. They still adopt traditional select system while recruiting. Although,some enterprises have tried to combine competency and recruiting, they did not master itscore and essence; there still have many issues while implementing the process. Therefore, thispaper references previous theoretical research, use human resource professions as objects ofstudy, systematically analyze and build a system based on competency to select HRP in orderto provide references for enterprise resolve realistic issues.First of all, this paper recalls the research of competency theory and recruitment indomestic academic area, and summarizes the main thesis and research results. Secondly, itdiscusses deeply the hypothesis of selection system based on competency and traditional one.And then describes content; basis and construe of HRP selection based on competency. Next,based on previous analysis, it builds up the HRP selection system on the foundation ofcompetency. At last, it applies this selection system to A group’s HRP recruitment, andaccording to the working performance of the recruiters to verifies the effect of selectionsystem based on competency.The paper has several conclusions as following: firstly, analyses the difference of theoryhypothesis between new-type selection and traditional selection system Secondly, throughselection hypothesis; procedure; tools and decision these four dimensions, it builds up theselection system based on competency. Thirdly, through radar map to calculate, it adoptsmatching techniques to provide measurable support for selection, in order to prevent objectiveopinions rather than subjective opinions when making selection decision. Fourthly, it istestified through empirical analysis that the reasonable and good effects of this selectionsystem.
