Study Of Rural And Pastoral Areas In Inner Mongolia, Public Goods, The Effective Supply Mechanism

The public products of the rural and pastoral areas are an important component of those of the whole society. As an important indicator of the economic growth and social development in the rural and pastoral areas, the supply of public products to such areas is closely associated with the development in such areas, increased profits in farming and animal husbandry and the increased income for the farmers and herdsmen. It is a theoretical and practical issue of great significance to ensure an effective supply of public products to the rural and pastoral areas, which carries great practical significance for the economic growth in such areas and coordinated development of the whole society.At present, there exist many problems in the effective supply of the public products to the rural and pastoral areas in Inner Mongolia, which has seriously restricted the economic growth and social development in such areas in Inner Mongolia. With the fast growth in local economy, Inner Mongolia is already able to make perfect its effective supply of public products to the rural and pastoral areas. Meanwhile, as Inner Mongolia has a vast territory and a low density of population and contains both the rural and pastoral areas, it is more difficult to ensure an effective supply of public products to the rural and pastoral areas. Therefore, it is imperative for us to explore into the channels of effective supply of public products to the rural and pastoral areas that are suited to the actual situation in Inner Mongolia. In this article, the author, by starting from the general theory on public products, makes a summary of their definition, classifications and modes of supply in the first place. Then, she does an analysis of the current situation of and the existing problems in the supply of public products to the rural and pastoral areas in Inner Mongolia, making an in-depth exploration into the reasons underlying such problems. Finally she brings forth the corresponding countermeasures for the attainment of an effective supply of public products to the rural and pastoral areas in Inner Mongolia, elaborating on the establishment of the multi-modal supply of the public products, the decision-making mechanism of them, optimization of their supply structure and fixing the supply supervision mechanism. All of that is aimed at better promoting the coordinated development in the urban and rural areas and the construction of new rural and pastoral areas in Inner Mongolia, offering beneficial references for the effective supply of public products to the rural and pastoral areas in other provinces.
