China Telecom completed a new round of telecom industry restructuring, the original six operators are integrated China Telecom, China Mobile, China Unicom, and all of them get a difference standard of 3G mobile communications license, China Telecom industry will have deep affect for Chinese telecom companies in the future.Company culture is the driving force for survival, development, and the source of core competitiveness, all business operations in the new competitive landscape, Chenzhou Branch of China Telecom as a corporate local network level, there have competition from other telecommunications operators and challenges. And also have reduction of Sales and Confidence. Except to improve the network technology and marketing, but also must be all business operations as an opportunity to enhance the innovation of enterprice culture and integration, stimulate the vitality of enterprises and enhance the core competitive force, can the company compete in the entire business operations to occupy a place, healthy and sustainable development.First of all, this article introduces the culture of the definition, content, features, function and so fourth theories research, and then from the historical evolution of perspective on the telecom operators China Telecom and other operators'characteristics during this process of evolution. Finally, Analysis and comparative the three major telecom operators culture system, pointing out their strengths and weaknesses, company culture on the impact of their business operations, it is recommended in all business operations of China Telecom, under the enterprise culture should learn from each other, inclusive. Thesis in the fourth chapter describes the situation in Chenzhou telecommunications companies, introduced the Chenzhou telecommunications history and current situation, including "the collision of two cultures," the existing problems and the negative effects of diagnostic analysis, focusing on the problems arising reasons. In chapter 5, this paper give some promotion strategies to enhance enterprise culture construction, and gives guiding ideology and specific opinions.
