H Provincial Agricultural Development Bank In The Context Of Transition, The Development Of Countermeasures

Rural finance is vital to the rural economy and the construction of new countryside.Recent years,the transition of policy banks has been an important content of the reforms of the financial system.Agricultural Development Bank of China should play a key role in rural finance as the only agricultural policy Bank in China.At present, H branch of Agricultural Development Bank of China faces many practical constraints and institutional barriers on the business development. There are still problems of its business structure, evaluation system, credit policy, risk management and human resources that need to be solved. The paper aims at exploring the way to development by combining the real state and analyzing the running state and restraining factors of H branch.The paper takes empirical analysis as main method and gives consideration to qualitative analysis,as well as applies comprehensive analysis and comparative analysis, by using theories such as:Marxist political economy, development economy and finance economy etc. Firstly, the paper analyzes the theory of agricultural policy bank transition。Secondly, the paper analyzes the opportunities and challenges H province branch by studying the transition background and strategy transition of Agricultural Development Bank of China. Finally, the paper analyzes deeply the causes of problems existed in the branch by combining the running state and the problems of H branch of Agricultural Development Bank of China, then puts forward the development strategies under the transition background.
