Tourism development, especially in those relatively underdeveloped areas whose natural resources are insufficient, always has great impact (no matter positive or passive) on the place, for example, in economic growth, industrial restructuring, and community development. This impact is always the focus in both academic and practical fields. This paper tries to study a community which is in a relatively disadvantageous status in the area to discuss social differentiation and social groups emerging with tourism development and the growth of tourism industry, to clarify the conflicts and compromise between different groups, and then try to explain it based on conflict theories. In order to obtain a comprehensive and objective understanding of respondents' attitudes and reaction toward tourism development and toward each other, non-participation observation and semi-structured interview methods were employed.Chapter 2 in this paper gave a brief introduction of Xitang and tourism in this town which includes economic condition in Xitang before tourism development, process of tourism development, and an overview of scenic area. The operation pattern and construction of tourism-management participators are also included in this chapter.Chapter 3 describes and analyzes conflicts of different kinds, between different groups. This chapter mainly involves following problems:1) migration, including immigration and outflow caused by tourism development and change in inter-group relationship; 2) conflict between the government-led tourism development plan and behavior of private capital, and the revolution of it; 3) some private agreement between innkeepers and brokers, and government's opposition; 4) the residents, out-comers and government's attitudes toward the fact that number of commercial facilities is increasing rapidly in the community, and behavior and devices of all these groups. On this basis, chapter 4 tries to explain emergence, revolution and assuagement of conflicts in Xitang community. The first two sections argue that the conflicts observed in this case are continuous-since they are directly influenced by imbalanced factors inherent in the community, and these conflicts, because of the reality of objectives pursued by all the groups and lower involvement of emotional factors, are less intense. Based on this judgment, third section of this chapter concentrates on integrating function of conflict.
